Public sector

For public bodies: two ways to contract

The emissions inventory, the decarbonization plan and the solid waste management plan are common services, available in the market, contracted through direct award or auction. Document attestation is an innovative solution, with technological risk, and fits the Public Contract for Innovative Solution (CPSI).

Common service

GHG inventory, decarbonization plan and PGRS

  • GHG inventory, Scopes 1, 2 and 3, under the Brazilian GHG Protocol Program and ISO 14064-1
  • Decarbonization plan for the Carbon Zero Justice Program (CNJ Resolution 594/2024)
  • PGRS and PGRSS under Law 12,305/2010, with a technical lead and ART, prepared remotely
  • Direct award (Law 14,133/2021, art. 75, II) or electronic auction
  • Micro company, with the benefits of Complementary Law 123/2006

Innovative solution

Document attestation and integrity

  • Problem: ensuring that a report, technical opinion or evidence set has not changed after delivery, in a way anyone can check without depending on the issuer
  • Instrument: CPSI, Complementary Law 182/2021, arts. 13 to 15
  • Once the solution is validated in the test, the public body may contract supply without a new tender (art. 15)

Challenges where attestation applies

Under the CPSI, the public body publishes the problem, not the specification. These are real public sector problems where TEE attestation applies:

Integrity

Technical opinions, reports and evidence

Proving that the file is the same one that was delivered, in a way the parties can check without depending on the issuer.

Chain of custody

Cryptographic digest at the source

Generating the file’s cryptographic digest when it is sent and checking it at the following steps, from collection to decision.

Climate

Continuous emissions monitoring

Automating the collection of inventory data, with a verifiable trail, for the Carbon Zero Justice Program.

Maturity, without overstatement

  1. In use: TEE attestation applied to a public contract deliverable (TJRS, 2026), with verification independent of the issuer and tested against tampered documents.
  2. In production: seven in-house data and engineering platforms, in climate, decommissioning, naval and energy.
  3. To be developed in a CPSI: integration with the public body's systems, digest generation at the source and operation at scale.

The public body defines the challenge and runs the selection. VERIDIS takes part like any other bidder. Attestation is a complementary resource: it does not replace notarial public faith, qualified signatures or forensic examination.

Active contract

Court of Justice of the State of Rio Grande do Sul

Contract 089/2026, awarded through Electronic Auction 33/2026 of the TJRS: five annual GHG inventory cycles, base years 2025 to 2029. In the first cycle, the report and the package integrity manifest were attested by TEE.

Price survey

A quote for the procurement file

The price survey under Law 14,133/2021 (art. 23) allows direct quotes from suppliers. Send the scope or the terms of reference by email: VERIDIS returns a formal quote, with CNPJ, scope and validity.
