Decarbonization plan

From the emissions inventory to reduction actions: priorities, targets, indicators and offsetting guidelines, based on inventory data and declared assumptions. For courts in the Carbon Zero Justice Program, public bodies and companies.

Judiciary

The plan the CNJ asks for alongside the inventory

CNJ Resolution 594/2024, which created the Carbon Zero Justice Program, asks courts and councils to measure, reduce and offset their own emissions. Art. 7, §2, requires decarbonization plans and inventories to be sent to the CNJ, and the plan is an annual indicator in the PLS-Jud system.

Measure

Emissions inventory

The basis of the plan. It can be the inventory prepared by VERIDIS or an existing inventory.

Reduce

Measures of art. 5

Renewable energy, energy efficiency, water use, transport and fleet, waste and procurement, prioritized by the weight of each source in the inventory.

The emissions that reduction does not reach enter the plan as offsetting guidelines, under art. 6: how much to offset and which criteria to use when choosing projects or credits.

Deliverables

What is delivered

  1. Inventory reading: the sources that concentrate emissions and where reduction pays off most.
  2. Reduction actions by front, with priority, owner and declared assumptions.
  3. Targets and indicators to track year by year and feed the Sustainable Logistics Plan report, with offsetting guidelines for the remaining emissions.
  4. Presentation for management, with material for disclosure.
  5. TEE attestation of the plan, optional: certificate, link and QR that can be checked independently of the issuer.

The plan projects effects under declared assumptions; it does not guarantee a reduction result. Buying credits and verifying the offset, when applicable, belong to third parties.

Active contract

Court of Justice of the State of Rio Grande do Sul

In the contract with the TJRS (Contract 089/2026, Electronic Auction 33/2026), each annual cycle includes, after the inventory, a report with improvement points, efficiency opportunities and mitigation and offsetting guidelines.

How to contract

Direct award, auction or direct proposal

How public bodies usually describe the scope: “Hiring of a specialized company to prepare a Decarbonization Plan”, often together with the GHG emissions inventory.

Public sector

Common service

Can be contracted through a direct award (dispensa de licitação) within the limit of art. 75, II, of Law 14,133/2021, or through an electronic auction (pregão). As a micro company, VERIDIS takes part with the benefits of Complementary Law 123/2006.

Price survey

A quote for the procurement file

Send the scope or the terms of reference by email. VERIDIS returns a formal quote, with CNPJ, scope and validity, for the price survey.

Companies

Sized proposal

Scope and schedule set after a conversation: whether an inventory exists, how many sites and which targets the company wants to commit to.
