Solid Waste Management Plan (PGRS)

Preparation and update of PGRS under Law 12,305/2010, Brazil's National Solid Waste Policy, and municipal rules, with an environmental engineer as technical lead and a Technical Responsibility Record (ART). Prepared remotely, for public bodies and companies.

Who it is for

Who needs a waste plan

Public sector

Courts and other public bodies

Waste management is one of the indicator topics of the Judiciary Sustainable Logistics Plan (CNJ Resolution 400/2021). In the federal government, public bodies must separate and send recyclables through the Citizen Selective Collection Program (Decree 10,936/2022, art. 40).

Companies

Generators required by law

Commercial and service establishments that generate hazardous waste or waste not equivalent to household waste, construction, and the other activities in art. 20 of Law 12,305/2010. The PGRS is part of environmental licensing (art. 24).

Healthcare services

PGRSS

Healthcare Waste Management Plan for outpatient clinics, medical and dental offices and health units, under Anvisa Resolution RDC 222/2018.

Deliverables

What the plan contains

The content follows the minimum set by art. 21 of Law 12,305/2010 and the municipal template, when there is one.

  1. Waste diagnosis: origin, volume and characterization, including the related environmental liabilities.
  2. Responsibilities and procedures by stage: segregation, packaging, storage, collection, transport and disposal.
  3. Targets for minimization, reuse and recycling, with recyclables sent to waste picker cooperatives where applicable.
  4. Preventive and corrective actions for mismanagement or accidents.
  5. Review schedule and indicators to track implementation.
  6. Qualified technical lead, as required by art. 22, with a Technical Responsibility Record (ART).

Approval of the plan belongs to the licensing authority or, when the activity is not licensed, to the municipal authority (art. 24). Day-to-day implementation belongs to the waste generator; the plan sets the procedures and the people responsible at each stage.

Remote preparation

How the plan is prepared remotely

The diagnosis draws on a questionnaire, photos and videos of storage areas, floor plans, collection contracts, invoices and waste transport manifests (MTR), with an inspection by video call. When the terms of reference require an on-site visit, it is quoted separately.

Waste data also feeds the GHG inventory (Scope 3) and the actions of the decarbonization plan.

How to contract

Direct award, auction or direct proposal

How public bodies usually describe the scope: “Hiring of a specialized company to prepare the Solid Waste Management Plan (PGRS)”, sometimes together with the Healthcare Waste Management Plan (PGRSS).
